Use HTML when you share content on the internet, so the users client can decide how it should be displayed (font size, text flow, aspect ratio).

Use PDF only if the content will be printed or pixel-perfect design is needed (it probably is not).

They missed a most important point. If this was HTML it would be easier to enable linking to specific tips. This is important for pointing people to a specific tip instead of having to open the PDF and search.

It has other benefits if the links go to different pages in that you can perhaps assess what is important too through logs or analytics. You can then consider refining tips that are less popular.
