From the article:

While the cited report does say that Whites report less crimes per capita than Blacks, I can find no data on the proportion of crime victims who report their crimes by race. This is an important point since we can't be sure if the racial difference is due to difference in reporting rate or difference in actual victimization rate.

Can anyone find support for the article's claim in the report?
