What you're looking for is more of a worker, which is forbidden by federal work regulations when it comes to an unpaid intern. The guidelines for an unpaid intern basically make it so it's a learning experience for the intern with immediate supervision by an actual worker. Do people violate this? As far as paying $7.25 an hour, this is why I take offense to it. If I were to get a minimum-wage job at McDonald's, I may technically make the same wage before taxes, but once taxes are due, the 1099 worker actually takes home less because he has to pay the employer's side of the taxes as well.

I think what you really want, is an entry-level worker. If you really do want a student level person, with little experience, that's just looking to get their foot in the door as a programmer, you might be able to get someone at $10-15 an hour on craigslist.
