Covering for their intentional destruction/damaging of the US government it is absolutely benevolence. This is not incompetence, this is not a poorly implemented plan to improve the government. They have been planning this since Trump lost the last election and this is exactly what it looks like and what they have said it is over and over. This is not a time when Hanlon's razor applies because these people have been vocal as to their intentions/purposes/goals.
