California needs a housing right that is similar in structure and brevity to the 2nd Amendment. Something like "Notwithstanding any other statute, the rights of people to build housing within an incorporated city shall not be abridged." Something extreme like that is necessary. State laws have come close to this with recent relaxations at the state level countering local regulations on parcels that are surrounded by other developed parcels, but even those state laws end up diluted with "everything bagel" junk like labor giveaways and insurmountable inclusionary zoning requirements or fees.

This is Marin County we're talking about. Of course they're doing everything they can to not build new housing. Their plan is a perfectly sensible way to achieve what they want.
